The ratepayers in the Wolstanton and Burslem Union elected the Board of Guardians to supervise the workhouse, to collect the poor rate and to send reports to the Central Poor Law Commission in London.
James Edwards was nominated to serve as a Guardian to the Poor by the ratepayers however, on 16th April, 1846, the election was contested and James was not successful with his 196 votes.
On the 13th April, 1849, James Edwards was once again nominated to serve as a Guardian to the Poor for Burslem Union and unlike the election of 1846, this time James was successful in being elected with his 714 votes. It is interesting to note that James’s future son-in-law, Robert Williamson, was also elected on this day as a Guardian to the Poor in the Wolstanton Union.
